According to the complaint, unknown individuals had allegedly impersonated Karungi and used forged land documents to present themselves as the rightful owners of the land.

Preliminary investigations indicate that the suspects reportedly used the falsified documents to secure a loan of more than Shs 30 million from PLC Financial Services in Ntinda.

As part of the financial institution’s loan processing procedures, officials conducted a site verification visit to the property. During this exercise, neighbours and caretakers of the land reportedly became suspicious after noticing unfamiliar individuals on the property claiming ownership.

The concerned residents immediately alerted the legitimate owner about the presence of two women and a man who appeared to be asserting control over the land. Following this information, Karungi promptly reported the matter to the Kira Police Division.

Police subsequently opened a case file involving allegations of criminal trespass, forgery, and uttering false documents.

The report prompted SHIPU to commence coordinated, intelligence-led investigations in collaboration with the Kira Police Division and the Wakiso Lands Office.

Acting on the findings of the investigation, a joint operation was conducted which resulted in the arrest of two suspects believed to be connected to the alleged fraud.

The suspects have been identified as Lucky Kamakune and Hadija Nabatanzi, who authorities say had reportedly been presenting herself as the landowner, Susan Karungi.

The suspects have since been handed over to the Kira Police Division to support ongoing investigations and prosecution.

Under the guidance of the Head of Unit, Col. Edith Nakalema, SHIPU reaffirmed its continued commitment to protecting investors and combating fraudulent activities that threaten economic stability.

“SHIPU reiterates its commitment to safeguarding and protecting investors, and to working closely with relevant government agencies to combat fraud for the country’s economic development,” she said.
